Tanzania Education Network /Mtandao wa Elimu Tanzania (TEN/MET) is a national education network dealing with the education sector and works with its members as well as the Government of Tanzania to ensure access, equity and quality inclusive education for all. TEN/MET aims at strengthening the capacity of the Secretariat in order to manage delivery effectively and efficiently its current mandate and seeks to invite applications from suitably qualified individuals to fill the following four positions:

Position: Advocacy Officer
The Advocacy Officer will be reporting to the Program Manager. S/he will provide support to the development of programs; identify and implement policy advocacy initiatives at national and local levels.

Specific duties and responsibilities include:
i. Provide Support to development programs; identify and implement policy advocacy initiatives at local level.
ii. Ensure that local-level policy initiatives in which TEN/MET members engage are informed by micro-level work and support achievement of SD4 &5
iii. Provide support to five thematic areas namely: Early Childhood Development, Learning Environments, Girls Education, Child Protection, Inclusive Education.
iv. Facilitate in building strong alliances and networks of civil society organization at District and National levels for concerted advocacy efforts and greater participation in policy dialogues including attending local/ national meetings and represent the coalition and providing analytical support for advocacy
v. Coordinate advocacy and policy issues efforts within the organization for sharing with members countrywide.
vi. Ensure documentation and information sharing of key learning within the organization on advocacy initiatives and with other stakeholders.
vii. Develop plans and budgets for advocacy initiatives and mobilize resources
viii. Conduct periodic needs assessment to understand how the network communicates within
the field of education and identify opportunities and gaps.
ix. Produce reports of advocacy activities, supporting advocacy goals of the coalition
x. Perform any other tasks assigned to him/her by supervisors

Qualifications and Experience
i. Master’s degree in Mass Communication or Journalism, Masters in Education, Sociology, Business or other a relevant field.
ii. At least 5 years of relevant work experience in the field of policy and advocacy in Education
iii. Exceptional interpersonal, teamwork, and communication skills.
iv. Fluent in English and extensive verbal and written communications experience.
v. Highly proficient in the use of personal computers, specifically word processing, spreadsheet and presentation applications, as well as use of e-mail and internet.

Position: Resources Mobilization Officer
The Resources Mobilization Officer will be reporting to the National Coordinator. S/he will lead the development and implementation of the network resources mobilization strategy and plans; conduct research to identify new funding opportunities such as potential private donors, public
companies and partner relationships and managing the relationship with donors.


Specific duties and responsibilities include 
i. Lead development of TEN/MET Fundraising Strategy, in collaboration with the Senior Management Team.
ii. Responsible for planning, writing and editing funding proposals in compliance with Network fundraising guidelines and standards, in collaboration with other staff and ensuring that applications and concept notes meet donor guidelines.
iii. In collaboration with the National Coordinator, develop and deepen existing donor and partner relationships, ensuring that the Network maintains effective communications through ensuring donors and partners are updated on the activities and achievements.
iv. Advise the Network on changing donor priorities and ensure that new local funding opportunities are identified and shared with the Program Unit in a timely manner, along with recommendations on whether and how to proceed.
v. Routinely conduct research to identify new funding opportunities, including potential
private donors, public companies and within the Government of the United Republic of
Tanzania.
vi. In close collaboration with the program team develop and improve the effectiveness of the organization-wide oversight, monitoring and coordination of fundraising and reporting.
vii. In close collaboration with the Program team take the lead in developing Memorandum of Understanding to enter into agreements with different kinds of organizations as they pertain to funding or partnership opportunities.
viii. Liaise with the Program team and other staff and help them to build their fundraising capacities and knowledge.
ix. Manage Business Development related documents, files, and keep the fundraising section
of Network website up to date.
x. Represent the Network at meetings with donors.
xi. Lead on contract management

Qualifications and Experience
i. Master’s degree or other advanced degree in Economics, Business Administration,
Operations management, Finance or other a relevant field.
ii. At least 5 years of relevant work experience in such a position
iii. Exceptional interpersonal, teamwork, and communication skills.
iv. Fluent in English and extensive verbal and written communications experience.
v. Highly proficient in the use of personal computers, specifically word processing, spreadsheet and presentation applications, as well as use of e-mail and internet.
vi. Strong report writing and presentation skills, including in use of graphics, diagrams and data.
vii. Capacity to write and edit a wide range of materials including speeches, leaflets, briefing papers, web pages, press releases, newsletters and in-depth reports.
viii. Good understanding of production, graphic design and photography standards.
ix. Good knowledge and experience in handling of web-based management systems

Position: Monitoring, Evaluation and Learning (MEL) Officer
The Monitoring, Evaluation and Learning (MEL) Officer will be reporting to the National Coordinator. S/he will be responsible for developing the TEN/MET’s wide monitoring, evaluation, Impact and knowledge management strategy and implementation plans. The position will manage the monitoring, Evaluation, Impact and Knowledge Management program portfolio. The M&E part shall facilitate performance monitoring and evaluation of TEN/MET’s work, document lessons learnt and best practices and organization reporting. The Knowledge Management part shall facilitate knowledge sharing and access to knowledge.

Specific duties and responsibilities include:
i. Develop/revise, maintain and implement the Network Performance Monitoring Plan
ii. Ensure TEN/MET PMP is used in developing M&E Systems of the Network and its members.
iii. Ensure the Network staff and partners understand the indicators definitions
iv. Develop and implement Data Quality Assessment (DQA) plan for Netwo`rk, its members and other partners
v. Prepare budget for Network M&E unit
vi. Monitor the implementation of the approved work plan
vii. Assist TEN/MET in data analysis and reporting
viii. Support the Network strategic partners and sub-grantees in developing work plans and sound M&E systems.
ix. Keep track of the reporting calendar to donors
x. Work with the Coordinator to ensure donor quarterly reports, Semi Annual Progress Reports and Annual Progress Report are prepared in time.
xi. Oversee and support M&E capacity building to sub-grantees, including identifying the needs of different partners, establishing the training plan and ensuring the quality of trainings to partners.
xii. Organize and participate in the Network evaluations and special studies
xiii. Oversee identification, synthesis and dissemination of best practices and lessons learned from project activities;
xiv. Organize and conduct periodic meetings with local collaborating partners, and stakeholders to discuss achievements and challenges and lessons learnt

Qualifications and Experience
i. Master’s degree in M&E, Economics or Project Management or other advanced degrees in a relevant field.
ii. Proven experienced in Education or related projects
iii. Trained in quantitative and qualitative data analysis programs
iv. Skilled in reporting project results; experience with performance management and results
reporting preferred.
v. Experience in writing research papers for publication and presenting research findings to policy specialists and officials as well as to the media and the general public
vi. Experience in planning and facilitating trainings.
vii. A personal and professional commitment to gender equality.
viii. Fluent in English and Swahili – with excellent written and oral communication skills in both languages.
ix. Computer literate with proficiency in data handling programs

Position: Human Resources and Administration Officer (HR/AO)
The Human Resources and Administration Officer will be reporting to the Finance, Grants and Administration Manager. S/he will be responsible to provide HR and administrative management of day-to-day office operations and all administrative management support for program operations at the office. Ensure standards for work environment are observed and in compliance with TEN/MET Human Resource Manual and Tanzania Employment Act. Assist to recruit and train new administrative staff, support procurement, security, and general office maintenance. Supervise staff in the areas of strengthening administrative and personnel policies and procedures.

Specific duties and responsibilities include:
i. Supervise all administrative operations, logistics and procurements within TEN/MET office as follows:
a. Ensure the office is furnished and equipped to meet staff and operations needs.
b. Coordinate office services – electricity, water, cleaning, etc – to provide staff with the best possible work environment given resources available.
c. Supervise use of all vehicles, dispatching vehicles efficiently and in a cost effective manner to meet program, finance, and administrative needs.
d. Ensure prompt and appropriate maintenance of all vehicles and equipment in the office
e. Ensure all equipment is tagged and entered into the official asset register and that the register is updated quarterly
f. Maintain procurement, asset, service, and other administrative documents and files using TEN/MET’s filing procedures/policies
ii. Make all necessary travel arrangements for office and program activities
iii. Provide support as necessary to ensure all staff on board are properly trained around administrative procedures
iv. Supervise Administrative Assistant and all administrative support staff (Drivers, Security Guards.
v. HR activities including completion of job descriptions, job advert placements, recruitment and orientation of new staff and employee close out procedures
vi. Ensures that timely and accurate submission of appropriate administrative project reports.
vii. Provides support to programs in areas of donor rules and regulation, ensuring compliance of operations to grant rules.
viii. Where necessary provide technical assistance to TEN/MET leadership team to ensure full compliance with local laws, the Employment and Labour Relations Act.

Qualifications and Experience
i. A Bachelors or Advanced degree in Human Resources Management, or equivalent
ii. A Diploma or Certificate in Accountancy is an added advantage
iii. Minimum of 3 years’ experience in Operations, Administration, Procurement and

Logistics Management.
iv. Demonstrated skills in management of human and other resources
v. Demonstrated knowledge and experience in planning, coordinating, logistics management, records and reporting required
vi. Demonstrated competence to assess priorities and manage a variety of activities to meet deadlines in a time sensitive environment while paying attention to detail and quality
vii. Excellent organizational, verbal and written communication skills with proficiency (reading, writing, speaking and comprehension) in English.
viii. Proficiency in word processing, spreadsheet, database, presentation, and Internet applications; Microsoft office suite highly desirable
ix. Ability to carry out independent work with initiative, creativity and good judgment without close supervision
x. Excellent interpersonal skills; ability to interact professionally with culturally diverse staff and clients
