We are currently seeking qualified candidates for the position of Associate Director, Country Compliance and Risk Management for an anticipated USAID project in Tanzania which intends to support the Government of Tanzania’s (GOT) Ministry of Health and Social Welfare, Elderly and Children (MOHCDGEC) and the President’s Office- Regional Administration and Local Government (PORALG) at the central level and in target Mainland regions to deliver high-quality integrated HIV and TB prevention care and treatment services that will improve health outcomes, particularly for youth and women.


Position Description:

The Associate Director, Country Compliance and Risk Management will be responsible for overseeing the administrative/operational processes that support project management and implementation activities and link them to enterprise supporting services. He/she will promote a project wide culture of compliance and risk management and lead the development and execution of compliance processes and ensure the right tools and resources are in place for project success. He/she will lead in project compliance strategic planning including leading regularly scheduled reviews of project operations to ensure procedures are implemented. Manages capacity building activities aimed at strengthening project operations and will manage/track special project initiatives as assigned. Advises project management and general staff on critical intersections between project implementation and compliance issues, based on knowledge of organizational policy, donor regulations, and specific award terms and conditions. Provides professional expertise in contract implementation and sub-award management to ensure full compliance with donor rules and regulations and efficient coordination with the FHI 360 contracts office. The scope of this position may include oversight of activities performed by the project team for procurement, sub-award administration, compliance with regulatory requirements and restrictions, management of donor and home office relations

Position Responsibilities:

The Associate Director, Country Compliance and Risk Management will implement the following tasks:

  • Review ways to enhance the effectiveness and efficiency of internal controls, reliability of financial reporting, compliance with applicable laws and the safeguard of assets within FHI 360 Tanzania policy framework
  • Recommend to the senior leadership of the project improvement of existing controls or development of new controls in local or regional operating environment
  • Supports the management in building a robust compliance culture based on ethical standards of behavior.
  • Support the management of the project to have a dynamic operation while in compliance with the applicable regulations by being creative in finding solutions
  • Provides expert advice and guidance to the team whenever asked on how to manage risk and ensure full compliance with USAID regulations, FHI360 policies, and host country laws, while maintaining a robust operation
  • Promotes a project-wide culture of risk management compliance through staff training and awareness activities
  • Develop and roll out after securing the senior management of the project’s approval compliance tools such as: quick compliance reference guides, check list, and related materials
  • Working with project leadership, managers, and other staff members to better promote efficiency and reduce compliance risks
  • Conducts post review of major procurements, subcontractor, and vendor payments, tracking risk and compliance issues, and making recommendation to project leadership and key managers for improvements to project procedures
  • Coordinates roll out of any policy updates or process clarifications in coordination with the senior management of the project including fraud prevention, operations, and finance policies
  • Test internal controls, target high-risk areas; document any weaknesses and their impact and make recommendations to the senior leadership of the project to address these weaknesses
  • Make recommendation to the project senior leadership about project compliance with award conditions, applicable regulations, FHI360 policies and local law
  • Report allegations or potential fraud to OCIA and provide project-level support to internal investigations as requested
  • Conduct compliance assessments of major sub-awardees/subcontractors and present findings to the senior leadership of the project
  • Ensure compliance of the HIV/TB Activity with the branding and marking strategy that is approved by USAID.
  • Upload all contractual documents to USAID Development Experience Clearinghouse
  • Upload all HIV/TB Activity documents on FHI360 knowledge sharing portal Vine
  • Coordinate internal and external audits and assessments carried out on the HIV/TB Activity
  • Based on instructions from the COP, carry out troubleshooting of problems and recommend solutions to enhance the efficiency of certain areas
  • Performs other duties as assigned by the COP


Minimum Requirements:

  • MS/MA in finance, accounting or related field is desirable plus 7-9 yrs experience related work experience, including 3 years in USAID contract management and 3 years working at the corporate or organization level; OR MBBS/MD plus 5-7 yrs; BS/BA plus 9-11 yrs related work experience
  • CPA, ACA, CIMA, CFE or any other relevant professional qualification is an advantage
  • Practical working knowledge of financial services compliance and operations including the related rules and regulations of USAID
  • Experience developing audit programs and managing audit processes is required
  • In depth knowledge of FAR regulations required
  • Comprehensive knowledge of Tanzania and US Government laws and regulations that have impact on internal accounting, HR and management controls
  • Prior experience working for a USAID contractor and experience managing USAID contracts
  • Expert level experience of the U.S. Government rules and regulations, contracting and auditing standards as they apply to effective management of multi-year funds is required
  • Experience with data analysis tools and techniques including advanced concepts of Microsoft Word, Excel, and PowerPoint and/or other analytical software (e.g. – SAS, Tableau, ACL, etc.)
  • Experience working on projects or initiatives requiring strategic planning/thinking across multiple functional areas and business processes

  • Carry out his/her work without causing delays that affect progress of the project, programmatic operations or major segments of the project
  • Works under broad direction with considerable latitude for independent action
