Business Context and Main Purpose of The Job

Responsible for ensuring operation, repair and maintenance all UTTL Mechanical assets, equipment and machinery at the Factories and estates according to company industry accepted standards. Responsible for the integrity of OEE at UTTL factories to ensure safe, reliable and efficient operation of UTTL factories.  To organize and coordinate implementation of Mechanical aspect of company Capital projects in tea plantations and providing engineering support to manufacturing processes, improvements, innovations, process design, automation and development in factories to the achievement of the desired outcomes by ensuring that they are delivered on time, budget and quality as per agreed plans and maintaining the desired controls.

Main Accountabilities

Projects

  • Defines and develops project scope, objectives, goals, deliverables and success criteria, Identifying end user expectations and perceptions of quality.
  • Preparing developing business cases/ justification for project and linkage to business / goals strategy in collaboration with senior management and stakeholders
  • Defining structure of project organization and team profiles; Preparing project plans and schedules, milestones and interim deliverables establishing relationship to other projects, processes, and activities.
  • Preparing and submitting budget estimates, forecasting, cost control management and progress reports identifying and communicating variances so as to achieve completion of projects within time and monies allocated for Capex authorization for major projects.
  • Responsible for drawing up engineering contracts, tender documentation scope of work, changes and additions to contractual agreements and ensuring their full compliance to the required quality and safety standards
  • Monitors and controls project progress by liaising with project stakeholders on an ongoing basis.
  • Balancing the team composition; bringing project resources together by providing an effective performance review system to enable the team to achieve maximum contribution.
  • Identify and resolve issues and conflicts within and between projects and project teams
  • Identifying, selecting, managing, and working with contractors and engineering consultants, coordinating, and overseeing their performance.
  • Track, timelines and deliverables; measuring performance against plan; determining reasons for deviation from critical path.
  • Proactively manage changes in project scope,
  • Identify potential technical and financial uncertainties /risks and develops contingency and fallback plans.
  • Conducts testing and commissioning, preparing, and delivering implementation and handover.
  • Preparing projects progress and final reports and presenting to the stakeholders
  • Ensuring that all necessary project and equipment documentation, specifications, drawings, and other reference information is maintained in project files and available for engineering, plant operation and maintenance use.
  • Plan and schedule operations in capital projects in central engineering in liaison with line manager to support factories and other units to meet customer needs.
  • To take responsibility for drawing up Engineering contracts and ensuring their full compliance to the required quality and safety standards.
  • Working with line manager to obtain all regulatory approvals necessary before projects are executed and implement post-commissioning audits.
  • Coordinates the implementation of the Capital projects throughout the business.
  • Prepares regular projects progress and final reports and presents to the stakeholders.
  • Execute and monitor projects deliverables i.e., time, quality and cost against agreed plans and take corrective action.
  • Prepares projects operations and maintenance manuals.
  • Coordinates implementation of Early Equipment Management pillar in Total Productive Maintenance (TPM) in all units in liaison with the TPM Manager and line manager.
  • Proposes to the line manager and working with the projects team, prepares input and documentation for Capital Expenditure proposals.
  • Provides inputs into projects business cases in liaison with project owners and line manager.
  • Implements change processes for all projects in liaison with the Line manager and the project owner.
  • Provide input into the list of approved contractors/consultants and manages contractors’ and consultants’ work on site.
  • Finalizing, commissioning, and wrapping up of all projects and carrying out project post-audits so as to create a recommendations report in order to identify successful and unsuccessful
  • Process- Factories machinery, plant and equipment.
  • Keeps abreast with all new technology covering tea making, the market, packing, maintenance, transport, and energy usage
  • Leads continuous improvement in manufacturing processes and ensure the uniform implementation of best operating practice in all sections of manufacture.
  • Propose and coordinate implement process control improvements in the factory in liaison with the line and unit manager.
  • Participate in continuous improvement by rolling out best operating practices in the operations across all units.
  • Support the development of process controls in new Tea Technologies.
  • Support factory processes to achieve Made Tea Quality in line with Unilever Requirements
  • Participate on research and development of new/novel tea manufacturing processes and products by doing the following: –
  • Running full-scale factory trials and project implementation while maintaining all project records pertaining to the above
  • Co-ordinating process research and development data collection in the factory.
  • Data analysis and development of process parameters and machinery specifications (targets and limits).
  • Recommending suitable process machinery, equipment, and controls.
  • Developing new best operating practices to improve manufacturing efficiency, safety, and leverage on costs of production competitiveness.
  • Leads continuous improvement in manufacturing processes and ensure the uniform implementation of best operating practice in all sections of manufacture.
  • Designing, installing, and commissioning new production units
  • Monitoring major modifications, upgrades, preventive /renovation maintenance of all plant, machinery, equipment, factory buildings and structures to optimal standards
  • Maintaining close communications with the factory managers and plant managers to ensure process works are at the optimum level, to the right rate and quality of output, in order to meet customer requirements
  • Providing technical recommendations and information to plant and business management regarding process and equipment capabilities and limitations, including both identification of bottlenecks and opportunities for improvement.
  • Working with local management and corporate engineering to identify, plan and implement technical improvements, both in process and capital equipment additions.
  • Trouble-shooting the referred day-to-day production related problems and issues by providing sound engineering solutions and the implementation of changes on a timely basis for the achievement of optimum equipment utilization/efficiency
  • Ensuring that all engineering aspects of manufacturing operations or processes meet specified Unilever requirements and legal regulations
  • New tea technologies and innovations
  • Specifying approach prototyping and scaling up processes from the laboratory/ pilot into the processing plant conducting process development experiments to scale in a laboratory.
  • Support the development of process controls in new tea technologies. designing, installing, and commissioning new production units, monitoring modifications and upgrades, and troubleshooting existing processes.
  • Designing, development, installation, commissioning of innovation processes and machinery for added value tea products
  • Keeps abreast with all new technology covering tea making, the market, packing, maintenance, transport, and energy usage
  • Supporting the conversion of small-scale processes into commercially viable large-scale operations running full-scale factory trials and project implementation while maintaining all project records pertaining to the above
  • Data analysis and development of process parameters and machinery specifications (targets and limits), to monitor and improve the efficiency, output, and safety of a plant; making observations and taking measurements directly, as well as collecting and interpreting data from the other technical and operating staff involved.

  • Working closely with other specialists, including: – scientists responsible for the quality control, innovation, intermediates and finished products; engineers responsible for plant maintenance; Research and development on product specifications and production schedules.

Take custody and maintain company assets within the section.

Coordinates training on asset utilisation, care and maintenance.

Finance, logistics and supplies

  • Provides proposals for input into the annual budget preparations in the section and stock items in Logistics department.
  • Provides inputs to produce tender documents and presents for approval to the line manager.
  • Control direct budgetary expenses through resource allocation and utilisation in the section.
  • Implements financial controls in the section as provided for in the accounting manual.
  • Verifies all returns for the section.
  • Verifies all unionisable staff expense claims in his section in line with the financial guidelines.
  • Verifies the work progress for part payments and retentions in liaison with line manager and project owner.
  • Verifies contracts, contractor payment and supplier invoice and submits to the line manager for approval.
  • Verifies orders in projects section.

People

  • Develops, trains, coaches and mentor’s sectional employees and other units.
  • Attend meetings as per departmental calendar and give input.
  • Proposes staffing needs in the section to the line manager.
  • Handles internal industrial relation issues in the section in conjunction with line manager.
  • Implement all company policies, regulations, guidelines, and standards

Contractors

  • Administering contracts; ensuring adherence to health, safety and environmental policies and practices; registering all potential changes; instituting change control and approval procedures.
  • Coordinate contractors’ activities during projects execution.
  • Participate in contractor dispute/conflict resolution in conjunction with the line manager.
  • Participate in tender opening meetings.
  • Proposes new contractors for evaluation and approval, keeps the contractor database in collaboration with Supply Chain department.
  • Ensures Specific SHE Standard defined in Unilever’s mandatory requirements regarding the safe management of contractors, working both on site and off site are implemented which also applies to on-site “temporary agency contractors working under direct Unilever supervision”.
  • Involved in the establishing of an approved list of contractor organisations/temporary personnel agencies (selection) and continuously review this list based on performance. This includes ensuring the contracted are legally permitted and certified for the type of work they are being enlisted for.
  • Provides a third eye by regularly visiting areas where contractors are working to ensure the standards are strictly followed.
  • Establish a specific Contractor Rules document, containing a full set of all applicable Unilever standards on safety, health, environment, waste disposal, insurance, licenses, certification, competence etc., including copies of all relevant supporting documents.
  • To handle internal inspections/audits that must be undertaken by line management to verify compliance with this standard on a regular basis.
  • To be responsible for all required training on contractor standards.
  • Analyse and report contractor performance to management.

Administration, Social, welfare & CSR

  • Engineering clerks and processing departmental returns required for accounting purposes.
  • Takes custody of the Engineering cash safe.
  • Verify all non-management staff expense claims in line with the financial guidelines.
  • Security and conservancy.
  • Provide projects support to all units.
  • Implement CSR projects in conjunction with the line manager and Corporate Relations Manager

Safety, Health, Environment & Quality

  • Implement Safety, Health, Environmental and Quality management systems as per company policies and legislation.
  • Authorizes permits to work certificates in line with company policies
  • Prepares standard operating procedures and specific work instructions for new projects and processes, and proposes reviews
  • Writes up Standard Operating Procedures and safe operating procedures for developed innovation processes and machinery.
  • Responsible for environmental protection, health and safety aspects during implementation of projects
  • Responsible for risk assessment, including hazard and operability (HAZOP) studies, for the health and safety of both company staff; contractors and the wider community.
  • Carry out task risks assessments and where necessary to enlist more experienced or even external professional help for this.
  • Ensuring/establishing safe systems of work and ensuring that all employees and contracted personnel adhere to them
  • Ensuring that all aspects of an operation or process meet specified health, safety and environment Unilever standards and legal requirements
  • Ensuring that all Health and Safety considerations have been taken into account.
  • Overseeing the security at all sites (active and inactive) in coordination with the Security Manager.
  • Inspecting and reviewing projects to monitor compliance with building safety codes, and other regulations.

RELEVANT INFORMATION REGARDING THE JOB

  • A BSc. degree in Engineering (Mechanical, Agricultural, Process-control, Mechatronics etc.)
  • 4 – 5 Years’ experience in a processing plant, manufacturing goods industry, experience with food processing, plantations and irrigation engineeirng is an added advantage.
  • Strong Project and Contractor Management skills.
  • Fully proficient in use of computer packages, Microsoft Word, Excel, PowerPoint, Microsoft project and Computer-aided design (AUTOCAD).
  • Registered with Engineers Registration Board of Tanzania or Institution of Engineers of Tanzania at professional level.
